Organizational Structure
PACTL operates with a collaborative governance structure that emphasizes shared leadership and community participation. Our organizational structure includes:
Our Board of Directors consists of community leaders, professionals, parents, and residents who provide governance and strategic direction for PACTL. The board meets monthly to oversee organizational operations, approve budgets, and guide program development.
Our Advisory Council includes community elders, youth representatives, and subject matter experts who provide guidance on specific initiatives and help ensure our programs remain responsive to community needs.
Since our founding in 2006, we have maintained weekly meetings that serve as forums for community dialogue, project planning, and democratic decision-making.
We organize our work through thematic committees focused on Education, Health & Wellness, Economic Development, and Civic Engagement, each led by community volunteers with relevant expertise.
Each year, all stakeholders engage in comprehensive priority-setting and resource allocation through participatory planning processes that ensure community ownership.
Yoland Trevino - Principal of Transformative Collaborations International (TCI) and founder of PACTL. Yoland brings over two decades of experience in community development, organizational transformation, and collaborative leadership.
We operate on a Servant Leadership model where leadership responsibilities are distributed among committed community members, professionals, and staff based on expertise and community needs.
Every community member brings skills, knowledge, and assets. We practice two-way learning where professionals learn from families, youth teach adults, and immigrants share resilience strategies.
Distributed authority across board members, staff, youth, parents, and professionals ensures collective decision-making and community ownership of outcomes.
We believe in inclusive participation, shared decision-making, and collaborative problem-solving. Every voice matters in our organization, from community residents to professional partners.
